Suivi Moldavie

Les participantes de Moldavie ont organisé deux formations sur l'EPU pour les ONG d'autre villes de Moldavie. « Le but était que les ONG qui n'ont pas eu d'information sur ce mécanisme profitent de cette occasion pour transmettre leur point de vue sur le respect de droits de l'homme et que chaque participant ait un draft du rapport au terme du seminaire de deux jours. Quelques ONG ont envoyé des rapports fait en commun. »

L'une d'elles a également participé à la Coalition Non-discrimination

Bilan de la mise en oeuvre par la Moldavie des recommandations de l’EPU

Dans le cadre de son programme de suivi, UPR-info vient de publier le bilan à mi-parcours de mise en œuvre des recommandation du Conseil (Mid-term Implementation Assessment - MIA) sur la Moldavie.

Le MIA est basé sur des informations reçues de toutes les parties prenantes. Il précise si les recommandations ont été entièrement, partiellement ou pas du tout mises en œuvre environ trois ans après l'Examen Périodique Universel.

Q. Has there been a UPR report by one or more national NGOs coalitions in your country?

A. Yes. I have prepared and submitted the UPR report on behalf of the Coalition on Non-Discrimination
Prepared a 1,5 page brief report on LGBT rights for the joint report of the Human Rights Resource Group funded by Soros.
And helped draft and proof read the UPR report of GenderDoc-M, (NGO profiled in LGBT rights www.lgbt.md).

Q. Have authorities in your country favorably welcomed NGO interventions on the UPR?

A. Formally yes. Although the consultations with the civil society happened only during one 3 hour session. The representatives of the Ministry of Justice (directly responsible for the State report) advised us to send and follow our recommendations on the draft report on the website justice.gov.md. The UPR section of this web page was empty during the whole preparation period. And informal sources indicated that the state report was ready by the time the consultations with the civil society occurred.

Q. Have you been able to follow the session of the Working Group of the Human Rights Council reviewing your country?

A. Yes. It will happen during fall, 12-th Session.

Q. Have you incorporated UPR and its results for your country in your sensitization, information or human rights and peace education activities?

A. Not yet ☺

Q. In your country and relating to the implementation and follow-up of UPR, dou you exert some influence ? If yes, briefly describe how. If no, shortly explain why.

A. During the preparation process, together with Nadejda Lefter we have conducted 2 trainings on UPR preparation for the civil society from the country.
Gave consultations to other human rights activists or staff members of NGOs on UPR preparation.

Q. Did you ask your country’s competent authorities that human rights be included in school programs and other educational activities ? If yes, briefly describe how.

A. Being a board member of Amnesty International Moldova we have repeatedly asked that Human rights be introduced as an optional subject in schools. Last summer the Minister of Education informed us that it was late for the year of study 2010-2011 to be introduced, but for the year 2011-2012 he gave his approval. Yet, this year impediments in introducing HR subject have been encountered in the same Minister. The informal position is that pupils have already an overcharged agenda and it will be too complicated for them to study one more subject even if optional.

Q. Do you actively participate to sensitization activities in your place of work in order to promote human rights education ? If yes, briefly describe how. If no, shortly explain why.

A. While lobbying for the adoption of the anti-discrimination law, we lobby also for human rights respect and for raising human rights values in the young generation.

Q. Dou you work in a social and political context which makes it difficult to sensitize/educate on human rights ?

A. The influence of the Christian Orthodox church is still very high in the Republic of Moldova.
The Mitropoly (Similar structure as the Russian Patriarchy) of Moldova has successfully lobbied the introduction in schools of the subject of “Basics of Orthodoxy”, even if it is optional, in reality the parents were pressured to sign up for this subject.

The Ministry of Education supported from budget the printing of books for this subject.
For Human Rights subject, on the other hand, there are no available funds.

Universal Periodic Review of Republic of Moldova 2016

Submission to the 26th UN Human Rights Council Session on the Universal Periodic Review of Republic of Moldova.

The present report has been developed on the basis of information received from the representatives of several groups vulnerable to human rights violations. Prior to the beginning of the work on the reports, the representatives of the groups have been empowered by CIDO in the domain of basic methodology of human rights monitoring and reporting within the UPR mechanism. Moreover, the inclusive process of human rights monitoring has been facilitated by continuous assistance from CIDO and the final compilation and drafting of the unified report by UQAM’s International Clinic for the Defense of Human Rights . Thus, the report highlights weaknesses in regards of the rights of several marginalized and vulnerable social groups from Republic of Moldova.
