The second phase of the UN World Programme for Human Rights in coming to an end. The draft action plan (2015-2019) in consultation with States, relevant intergovernmental organizations, in particular the United Nations Educational, Scientific and Cultural Organization, national human rights institutions and civil society, including non-governmental organizations, will be submitted by the Human Rights Council at its twenty-seventh session (8th-26th september 2014).

Our vision is a world in which human rights in, to and through education are realised - A world in which all people are empowered to know and claim their rights affecting education and where those with responsibility are held to account for the realisation of those rights.
As early as the end of next september, a secular charter will be displayed in all public schools of the country. « Everyone is free to express his\ her own views, but not to contest teaching contents nor to skip a lesson for religious beliefs, the Minister of Education, Vincent Peillon, said. This secular charter will precede another measure previously announced by the Minister : an introduction to one hour of secular morality for school children and high school students.
