Disability Awareness in Action (DAA) rapporte qu’en dépit du solide cadre législatif visant à garantir l’insertion des handicapés, la discrimination sociale envers ces personnes demeure un obstacle majeur à leur pleine insertion. [...] La proportion d’enfants handicapés scolarisés en milieu ordinaire est de 40 %, mais de nombreuses familles se heurtent encore à des obstacles pour faire accéder ces enfants à l’éducation et vaincre les préjugés sociaux. Trop souvent, les enfants handicapés sont placés dans des institutions publiques ne leur offrant que des possibilités d’apprentissage très réduites. Les infrastructures nécessaires pour rendre possible l’accès physique des handicapés aux établissements publics et privés font défaut. » (point 4 du résumé)
