In the frame of the Universal Periodic Review (UPR), Vietnam intends to ensure the rights of ethnic minorities.
According to a national report intended for the Human Rights Council « since 2012 all municipalities where the ethnic minoriries are living have benefited from an expanding primary education. All provinces where a great number of ethnic minorities are living have access to vocational training schools in various sectors such as agriculture, economic management, finance, education and health.
In 2010, the government issued a decree on teaching and learning languages and scripts of ethnic minorities. Two years after, 32 provinces have held training courses on 12 ethnic languages.
[…]. According to minister Giang Seo Phu, the Committe in charge of ethnic groups will cooperate in 2014 with other departments and sectors in order to define policies and design development projects in education and enhance the quality of human resources from ethnic mminorities as well.
